The Subscribe Forms function can be hidden in your menu. If so the module is deactivated and you need to enable it from the Activate/Deactivate features. Learn more about feature activation and deactivation here.

Before adding forms to your website you may wish to customize the colors or texts. This you can do from the Subscribe Forms -> Customize Form Designs menu.
